Parish Development Model

HISTORICAL PERSPECTIVE OF THE PDM ( PARISH DEVELOPMENT MODAL)

The concept of the PDM is not new . In pre- and post-indpendence times, developement programmes of Government were implemented at parish /ward level through the Parish Chief and at the village under the village chief.

Anumber of services were provided at the parish. For example, birth and death registration, maintenance of a parish/village cregister, Education and Health Programmes, Food security, data collection, voluntary community roads maintenance (Bulungibwansi) and water source maintenance among others.

BACKGROUND TO THE PDM

The PDM is a result of review of Government development plans both medium-term aspirations and long-term vision as followsa;

>The NDP 1, end of term evalvuation, the NDP 2 mideterm review and the NDP 3 section 10 page 10 and 11.

>The 2019 complihesive avaluation of the decentralization policy by the National Planning Authority.

>The NRM manifesto of 2021-2026

The PDM is implimented a long 7 pillars namely;

>Agricultural value chain development (production, processing and marketing)

> Infrastracture and economic services

>Finacial incusion

>Social services .

>Community moblization and mind set change.

>Parish basde management information system

>Governance and administration.

PARISH DEVELOPMENT MODEL IN MUBENDE MUNICIPAL COUNCIL

PDM in Mubende municipal commenced with training of trainees about the use of the Parish Development Model Information System (PDMIS) in June 2022

The trainers of trainees of mubende municipal later trained the Data Entry Clerks (DECs) who were a total of100 .The training lasted for 2 days that is 12th and 13th June 2022 with the accounts created plus software installed on their machines . the DECs were then released to the field on 14th June 2022 for data collection from the different parishes with an estimation of 100 households per parish under the supervision Project supervisor and Technical person for the Parish Development Model.
